Mobile Telecare for Local Authorities: Designing Around Outcomes

A practical overview of person-centred mobile telecare for commissioners and service teams, from use cases to response pathways.

Local authority telecare team reviewing mobile devices and deployment plans

Mobile telecare can extend a service beyond the property boundary, but procuring a device is not the same as designing an effective service. Commissioners should begin with outcomes, cohorts and response capacity, then assess how technology supports them.

Define the outcome

Possible outcomes include easier direct contact with an alarm receiving centre, greater confidence away from home, location information after an alert, support during reablement or a less stigmatising wearable option.

Avoid treating “GPS” or “mobile” as an outcome. Describe the change expected for the person and the service.

Separate use cases

A one-touch calling device and a GPS social alarm serve different needs. OwnFone Mobile can be pre-programmed to an alarm receiving centre, presented in service branding and configured around one-touch contact. Footprint adds location, SOS, two-way voice, safe-zone and portal capabilities.

Design the response first

Document:

  • alert routing and identification;
  • response and escalation times;
  • no-speech and missed-call handling;
  • location-information use;
  • device, SIM and portal failure procedures;
  • emergency service thresholds;
  • out-of-hours ownership.

Configuration should reflect the pathway, not force the service to improvise around product defaults.

Include the person and frontline staff

Assess comfort, dexterity, cognition, charging support and willingness to wear the device. Co-design instructions and gather feedback from installers, call handlers and users during a pilot.

Plan operational ownership

Assign responsibility for inventory, configuration, data quality, contact changes, charging issues, replacements, portal permissions, testing and decommissioning. Measure meaningful outcomes alongside technical alerts.

Procure a service, not a box

Evaluate supplier support, preparation, training, secure access, reporting, connectivity, standards evidence and integration with the ARC. OwnFone states that professional devices are configured in advance and its portal can silo devices by department.

Mobile telecare works when technology, people and process are commissioned as one pathway. Contact OwnFone to discuss a service configuration rather than assuming a consumer setup fits professional use.
